JOB SUMMARY:

Manages the Information Management Services (IMS) IT security systems personnel in the design, selection, implementation, maintenance, evaluation and security monitoring of main computer system hardware to include the local, wide area networks and software.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Responsible for ensuring quality delivery and timely execution of cybersecurity services, including vulnerability scanning and remediation, threat and vulnerability advisory, daily threat monitoring and response, incident response, firewall change requests, web filtering requests.
  • Confirms regulatory compliance for enterprise-level data network, infrastructure, systems, application and monitoring of hosted environments.
  • Guides team in the creation of documentation as necessary to support delivery of cybersecurity objectives.
  • Manages the planning, development, and implementation of information security measures for all IMS projects and provides hands-on testing/engineering as necessary throughout project lifecycles.
  • Assesses actual and potential technical vulnerabilities of the agency's systems and processes.
  • Evaluates and selects agency security applications and systems and/or vendors.
  • Conducts studies internally and externally to the organization to identify non-compliance with standards and/or industry leading best practices.
  • Manages IMS security incidents, gathers information and sensitive data while carrying out actions to mitigate risks.
  • Makes strategic recommendations, provides technical thought leadership, and assists in the implementation of changes to work methods and procedures to strengthen information security for all platforms, networks, and software.
  • Serve as the Criminal Justice Information Services (CJIS) Local Agency Security Officer (LASO).
  • Maintain compliance with Federal Bureau of Investigation (FBI) CJIS Security Policy. Consults and liaises with division and section commanders to determine their security needs.
  • Develops, mentors, provides technical guidance, and sets objectives for subordinates.
  • Oversees account creation, modification, or removal.
SUPERVISORY RESPONSIBILITIES:
Carries out management responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing and training employees; planning, assigning, and directing work; appraising performance and setting staff objectives; rewarding, counseling, and disciplining employees; addressing complaints and resolving problems; and managing/granting employee's time off.

EDUCATION and/or EXPERIENCE:
Bachelor's degree (B.A. or B.S.) in Computer Science, Management Information Systems, or related field AND five (5) years of recent technical and administrative experience in systems security, systems analysis, system design, development technologies, server/storage/network technologies, and network security administration tools. Professional experience MUST include at least three (3) years of related supervisory and/or leadership experience.

CERTIFICATES, LICENSES, REGISTRATIONS:
The following certifications are preferred: CISSP (Certified Information Systems Security Professional), Certified Information Systems Auditor (CISA), Global Information Assurance Certification (GIAC), Certified Information Security Manager (CISM), Certified Ethical Hacker (CEH), Offensive Security Certified Professional (OSCP), Information Technology Infrastructure Language (ITIL), Project Management Professional (PMP).

Must have a valid Florida driver's license. Must attend and successfully complete the agency sponsored Law Enforcement Vehicle Operations (LEVO) Training if assignment includes driving agency vehicle. Use of agency vehicle would require appropriate driving history and passing agency biennial driver's physical exam. Will be required to be FCIC/NCIC and Local Agency Security Officer (LASO) certified within one (1) year of employment.

KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of security software applications, computer systems, networking and information security to include the following: LAN, WAN, VPN, routers, firewalls, servers, IDS/IPS, SIEM, Endpoint Protection, Full Disk Encryption, Multifactor Authentication; incident response, vulnerability assessments and penetration testing; evaluating and managing cyber risk and working within industry-standard frameworks (e.g. NIST Cybersecurity Framework, CIS Top 20, NIST 800-XX, etc.)
  • Must be able to comprehend and communicate fluently in verbal and written English.
  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
  • Ability to respond to common inquiries or complaints from citizens, regulatory agencies, or members of the business community.
  • Ability to effectively present information to top management, public groups, and/or boards of directors.
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.
  • Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.,) in its most difficult phases.
  • Ability to deal with a variety of abstract and concrete variables.
  • Must have high level computer skills to include advanced proficiency in Microsoft Office and Advanced skill in one or more of the following (development technologies, server/storage/network technologies and network security administration tools).
  • Must have excellent management skills and the ability to manage multiple high-complexity projects or issues simultaneously.
  • Ability to focus and complete assignments in a timely manner. Must have the ability to develop and manage ad-hoc working teams.
  • Must have the ability to provide project status updates and professional reports to all levels of the agency.
  • Demonstrates knowledge and understanding of information technology industry trends and emerging technologies and an ability to relate them to the agency and its objectives.
  • Ability to meet with stakeholders and identify business objectives and requirements and translate them into an acceptable technology solution that is cost effective and consistent with agency policy.
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to talk, hear, and also sit and work on the computer for long periods of time. The employee is occasionally required to stand and reach with hands and arms. The employee is occasionally required to walk, stoop, kneel, crouch, crawl, or use hands to handle or feel. The employee may occasionally lift and/or move up to 25 pounds and may have to assist someone lifting up to 50 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

WORK ENVIRONMENT
Work is generally performed in a standard office setting. The employee must be able to work in remote locations within Orange County and possibly outside of Orange County. The employee will be working with computer related equipment and may occasionally be exposed to the risk of electrical shock. The noise level in the work environment is usually moderate. Depending on assignment, may occasionally be required to work evenings and/or weekends. The employee is required to support the agency's emergency operations during a critical incident and may be recalled. The employee may also be assigned to a technical team in order to support the agency during a critical incident.
